smtp port is not listening

I setup a new exchange 2007 server in Windows 2008 standar at a different site in the same domain. Email is working for users in the same server, but netstat shows that smtp port is not listening. Internal email routing between sites is not working. I wonder if I should add the smtp server feature on all exchange servers at different sites.
Please help.

Your hub transport server is what routes mail between sites. I would check your firewall configuration between your sites.  Exchange uses Active directory sites in the routing of mail by the cost of the site link.  

Do you have  two Active Directory sites setup? please explain your configuration.

There are 3 sites, A, B, C. Only A and B has Exchange servers. I leave the default site link, but add IP site link A-B with higher priority and more frequent replication. Should I  delete default link and add A-C, B-C ip links? or just use default site link only.
Should I enable hub site at A?
There is mis-confiiguration on interface used for receive connector. After correction,  Netstat shows all servers are listening to port 25, but email routing between site still a problem. email stay in next hop queue.

I appreciate your help.

Further to previous note, all sites connected with vpn tunnel. A-B tunnel has speed up to 16 mbps.
telnet port 25 from A to B response good, telnet port 25 from B to A shows a row of *
There is no error in Directory service.
