Windows Backup Server on Windows Server 2008 - Missing part 'Selecting Items for Backup'

We have two Windows 2008 Server Edition installation. We are using Windows Server Backup for backuing-up data on external USB disk.
On the first one there is option to select wich items would you like to include in Backup procedure in Windows Server Backup and everything works fine.
But on the second server there is no option for selecting items in Windows Server Backup. You can only include a full volume (partition) and not to add any items (e.g.folders).
Windows Server installation on both servers is same and from a same source.

It sounds like this server is configured for image level backups, where the other one is not. Image level only allows the selection of a full volume.
