Is Playstation 3 Store available internationally?

Hey, everyone.

Thanks to sooo many of Sony's online websites, I cannot find an answer to my question.

Up until now, I am a PC-gamer only. I've been buying games on Steam, a store available internationally. Is PS3 store same thing? Can I buy games and download them to my PS3 from an internationally-available store?

Scroll to the bottom of the wiki and it lists that PSN is available in 60 countries.

Further, the PS Store is only available in 44 countries:

Oh, and also there is this snippet on the wiki
"As access restrictions are based on the address entered by the user and not on IP address, it is possible for users from non-supported regions to use the service. However, this required the user to provide false address information, which is against SCE's Terms of Use."
