I guess you want to create a forum in your ASP.net website with VB as code-behind language.

If so, you can use JitBit forums (http://www.jitbit.com/asp-net-forum/). They're free (although show a JitBit commercial logo that you can remove buying a commercial version). The forum itself is developed in C#, but as you use it compiled, you can use VB (or any other .Net language) to interact with the compiled DLL. Is well documented and it integrates easily into existing ASP.net sites, or you can create a new ASP.net side based exclusively on the forum.

Hope that helps.
