Delay in Forwarding HTML Email through Exchange 2003

We have an Exchange 2003 server that recently started to have a delay in forwarding messages that have HTML content to other internal users. The same messages forward normally to outside addresses, and forwards that are not HTML forward normally to both internal and outside users. The delay is approx 45 seconds to a minute.

Any recent changes to any AV on the Exchange server?

What does message tracking tell you? If it's not enabled (it wasn't be default in Exchange 2003) then I would suggest turning it on, and using it to track a couple of the delayed messages.
