Is there an easy way to remotely turn on the Remote Login feature on a Mac from a PC?

If Remote login is not turned on, how would you access the Mac at all?

Well for example if a PC doesn't have RDP turned on you can enable this by remotely managing the registry and changing the registry setting to enable RDP.

Getting closer I think to a solution.  So we have connected to a MAC using PUTTY from a PC.  Now how do we access the Remote Login feature to ENABLE it?
