MMC Could not create snap-in

We have a new install of WinSvr 2008 Std SP2. 32 bit OS on a HP Proliant DL380 G7 (we actually did 3 servers total and only have issue on one)
very little has been installed on the server for applications, just Symantec Backup Exec System Recovery and Symantec Endpoint Protection AV.
The installs were done but the error popped up after some time...not right away,

I have done much research and everything found, doesn't apply or is set as directed, like;
Environment Variable Path= includes the WEBM location.
I do not have .Net 1 or 2 installed. It has .Net 3.5 SP1, 4 client profile & 4extended.
It has HP version control agent installed as well. (it may have happend after that was introduced)
I am running MMC 3.0, version 6.0 (build 6002: SP2)
I cannot seem to find a file referenced in some research, mmc.exe.config, stating to rename it.

if I launch MMC, I can add some snapins, but not many.

From all items in the Administrative Tools, the only ones that launch are;
Computer Management, launches but get error on event viewer; Component Services; Local Security Policy; Performance Monitor; Services;

Ones that don't work:
Terminal Services Configuration; TS Manager; Event Viewer;
Share and Storage Management; Storage Explorer; Task Scheduler; Windows Firewall with Adv Security; Server Manager

I can open mmc.exe and add the ones that work.

Please Advise. If advice is to reinstall the OS, do I just insert disk and re-run setup? I originally installed from HP SmartStart CD...
