Outlook 2010 Send Delay

I would like to set a default for outgoing emails to wait in my outbox for a minute or two before sending. I would also like a simple technique to override the default when I need an email to go out without delay. Incoming emails should not be delayed.

What about turning off automatic sending?  Then it would only send when you hit the send and receive button.

Or this:
