allow webmin user to create real user samba user but not delete

Dear Experts:

I am having centos linux server working as samba domain controller but iam looking for some thing like sysadmin should be able to create the real users and samba users ,add users to the group . but not the delete option i mean user should be able to create the real user and samba user and manage groups but should not be able to delete the realusers or samba users . Please suggest me is it possible from webmin.

I'd say that would require a custom version of webmin. The ability to create users implies the ability to delete users.
