event id 1112 and 1202

on windows 7 desktops and 2008 DC I am getting event ID 1112 or 510 causing 15 minute logins because it cant fully apply- xp systems throwing this on xp systems

Security policies were propagated with warning. 0x4b8 : An extended error has occurred.

For best results in resolving this event, log on with a non-administrative account and search http://support.microsoft.com for "Troubleshooting Event 1202's".

below are rephealth form dc's, gpresult on windows 7 desktop, and picture of only policy that has folder redirection set

we had originally set roaming but it was not needed and consumed too many resources, so we set it back to local

please let me know what I should do to resolve this- the login slowness has been crippling for some
