Mail stuck in Outbox.  How do I restart exchange 2010

I am running Outlook 2010 on my pc.  When I send an e-mail, the message stays in the Outbox.  The server is not reporting any problems.  I am able to surf the internet.

How do I restart Exchange 2010?  Or is there something else I should be doing?

I do see one error in the event log.
Error 1009, MSExchangeMailSubmission

The Microsoft Exchange Mail Submission service is currently unable to contact any Hub Transport servers in the local Active Directory site.  The servers may be too busy to accept new connections at this time.

This is happening to everyone.  The server has 60 GB of free space on drive C, and 300 GB of free space on drive D.

Check the disk space on your Exchange Servers, if it's less than 2GB then this can be the cause.

OK, check all the services that start with Microsoft Exchange and are set to Automatic are actually started.

Might be worth just rebooting the server to see if that resolves it.

sounds like the transport agent has got it's knickers in a twist.  Give it a restart to see if that helps.

You haven't disabled IPv6 have you?

Just stop all services that start with Microsoft Exchange and then start all the ones that are set to automatic.

I am trying to stop all exchange services.  MS Exchange Transport could not be stopped.  Error 1053.  The service did not respond in a timely fashion.
