Download Headers Only option not available

We have a Sales Rep with Outlook 2007.  We have an Exchange 2003 Standard Server.
He connects with a VPN connection and in order to speed things up in Outlook, I would like to set Outlook to Download Headers Only.

When I go to Tools / Send Receive / Send/Receive Settings / Define Send/Receive Groups / Edit
and highlight the group (the only one there), the Download Headers Only button is not available for selection.  

I looked at my own computer which also has Outlook 2007 and the button is not available there either.

Is there a way that I can set his Outlook to Download Headers Only?

The IMAP link above is the same one that I tried before posting my question.  If you read my question, you'll see that I had already tried this.

I found that the way to do it is in Outlook, in the Connected drop-down at the lower right corner,
I could select to download headers from there.

By selecting the drop-down next to the Connected status in Outlook, I was able to place a checkmark next to Download Headers rather than to Download Full Items.
