Microsoft Updates not working

I am trying to update windows XP.  The automatic updates are working and I can update using WSUS offline but when I try using the web page I get the flowing error:

  Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable userdata persistence for Internet Explorer. Complete the steps below, and then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

I have gone through every suport article I can find.  I have tried the MS KB 883821.  I have also tried uninstalling IE8 smae issue with IE7 then reinstalled IE8 no change.

Ok I have now gone through this KB and all settings were as per KB.  I have restarted again and same issue.  No Change

are you able to get the same page from a different browser (Mozilla,GChrome)

Run dial a fix and then restart the computer. Check for updates.

Do you have a GPO not applying the correct permissions on the Automatic Updates or BITS services possibly?

I have tried both the Dial-a-fix and fix-it-or-me with no luck.  I am still getting the same error when I go to windoes update.  I canot use any other browser as MS will only allow the updates to run through IE.  I have attached a screen shot of the error now.  This is the same as I have been getting since I first tried update.

Have you tried, in Internet Explorer:

Tools/Internet Options/Advanced , and then clicking the "Reset" button to set all Internet Explorer settings to factory-new?   (Note:  This is NOT the same as clicking "Restore Advanced Settings").

I have ran Combo Fix and now all working again.
