I did what you suggested and got same  error:

Error 1920.Service HPWSProAdapter (HPWSProAdpater) failed to start. Verify that you have sufficient privileges to start system services.

I am running the program as local Administrator on the system and I even tried to go into services.msc to manually start the service and got:

WIndows could not start the HPWSProAdapter service on local computer.  Error 1067: The process terminated unexpectedly.

Restart the computer after running subinacl.

Will surely resolve your issue.
