running sendmail perameters

I do a lot of things and one thing I do is a systems QA person.

I get a sendmail security flag on:

Forbidden parameter: -bd
found parameter: -bd -q15m
process: Optional


what does this mean and what suggestions would there be to fix it ?  Is this an open relay or something ?

What do you get this "security flag" from?  Are you running some auditing software, or does it display that error when you try to start sendmail?

The -bd flag just tells sendmail to run in the background.  This is normal.
The -q flag tells sendmail how often to process saved messages in the queue, also normal.

Neither one of those will tell you if the mail server is an open relay, they are just parameters for the sendmail program when it starts.  The actual configuration that includes relay configuration is in the sendmail.cf file, usually in /etc/mail/, depending on your installation.
