.NET Setup Program Not removing previous Versions before Installing

Hello,

I am having some trouble with one of my Visual Studio.NET 2008 setup application programs. I need it to check for older versions and uninstall them before installing the new one.

I have several other applications that do this without any problems, but this one does not remove the previous version. The setup process 'appears' to run smoothly, but once it's complete my program is still running the old version.  

I have already modified the properties of my setup program to do:

DetectNewerInstalledVersion = True
InstallAllusers = True
RemovePreviousVersions = True

I increase the version number each time I rebuild the solution and click Yes to the "It is recommended that the ProductCode be changed if you change the version.  Do you want to do this?" dialog box.

The only way to properly install a new version of this app if by going to Add/Remove Programs and remove the existing version before attempting to install the new one.

Is there anything else I should be doing?
