Not fully responsice to the question.

Crystal determines the values in the drop down by the export dlls it finds.  If you only want PDF then you simply ensure the only CRXF_xxx.dll file installed on the client is CRXF_PDF.DLL

You can also customize the toolbar to hide the standard export button, show your own export button, and take control over the whole process.  That is what I implemented with my own viewer and it also allows you to remember the export type, path, and file name for each previously exported report.

How does that answer the issue of restricting the list in the dropdown to PDF?

There are 2 ways to restrict the list
1.  Limit the export dlls on the machine
2.  Suppress the export button and replace it with one of your own that only has PDF as the option.

Please show how that answer resolves the issue.
