xampp not supporting arabic

i have installed xampp 2.5 on my windows 7
i have inserted charset=utf-8 in all my files
but i got all arabic letters as questions marks ??? ?????

please help me with this

I think there is nothing about XML here am i wrong ?

xampp is a pack of apache, php ,mysql and some other structures to serve you a PHP-MYSQL developlment platform.

And so xampp can not support  (or not support Arabic) . Apache or php or mysql can or cannot support arabic in order. if you only build HTML pages Apache's language support is enough. If you use php , php also must be configured to be able to support arabic properly. And also if you use mysql, it (and surely all used databases+tables+fields) must be able to work with Arabic.

I advise you to look at Apache's httpd.conf file to make sure it is configured for UTF-8
and if needed php.ini file must be checked for language support and so in mysql if needed.

If you cannot achieve attach your conf files i told above and let us look them for a proper correction.

i found the solution
i just needed to save my files in utf-8 format
it was before ansi

Surely you gotta save in utf format without BOM bit  if you use UTF8. :) ...
