Press F3 after 15 minutes VB script

I'm in need of a code which will do exactly the following:

If the file in the following location (c:\playlist.txt) has NOT been modified within the last 15 minutes, then press the F3 key , then 10 seconds later the F3 key is pressed a second time.

I need the code to then wait 1 minutes before looping.

I need it to be able to be written into a ".vbs" file which is double clicked to open.

Any help would be greatly appreciated.
