if i would like to download 420 mb file using 512 kbps modem , how  i can calculate the estimate time for downloading this file if the total ov3rhead is 15%

420mb ( I will assume you mean 420MBytes)
15% overhead => 420 + (420*0.15) = 483MBytes
512Kbps (Bits per second)
So we convert 483MBytes to Kbits to match the 512Kbps (assume Meg = 1024K)
=> 494592 K Bytes * 8 (Bits in a byte) = 3,956,736 KBits
3,956,736 K /  512K (Bits per second) = 7728 Seconds
7,728 / 60 = 128.8 mins
128.8 / 60 = 1.15 hrs
