Vlan down, line protocol down

What I am trying to re-do was working but I needed to change the interface Vlan as 246 was configured on a netscreen firewall.

So i ran:
conf t
no interface Vlan246

then ran:
interface Vlan250
 description IVTEST
 ip address xxx.xxx.xxx.237
 no shut

then ran:
conf t
int fa4/9
no switchport access vlan 246
switchport access vlan 250

But I have:
Vlan250 is down, line protocol is down

from conf:
#sh run int Vlan250
Building configuration...

Current configuration : 114 bytes
interface Vlan250
 description IVTEST
 ip address xxx.xxx.xxx.237

#sh run int fa4/9
Building configuration...

Current configuration : 147 bytes
interface FastEthernet4/9
 description X-CONN-IVTEST
 switchport access vlan 250
 switchport mode access
 no cdp enable

#sh int fa4/9
FastEthernet4/9 is up, line protocol is up (connected)

after running no shut the log shows:
Mar 27 14:36:08.840 EST: %LINEPROTO-5-UPDOWN: Line protocol on Interface Vlan250, changed state to down
Mar 27 14:38:06.279 EST: %LINK-3-UPDOWN: Interface Vlan250, changed state to down

fa4/9 is connected to customer firewall, there's a static route to their larger subnet to xxx.xxx.xxx.238

I can find very little information on a down.down scenario where there is a physical port assigned to the vlan which is up/up.

I do not know if the previous Vlan was up/up immediately prior my changes, only that it was working yesterday in the first Vlan, which was changed because it was a duplicate (vlan246) configured on a netscreen sub interface...was that why 246 was working?

This is my first time setting up a new customer vlan on this switch. maybe i am missing a step?

you need to add VLAN250 to vlan database

you need
vlan data
 vlan 250 name IVTEST

I did not state the IOS version, this command set is being deprecated according to the IOS version in use, so global conf mode was used.
