The redirection example you gave cannot be done via HTML. The reason being is that HTML neither knows nor cares which protocol requested it. It is just a text file. Even HTML headers are unaware. The redirection example you gave is not changing the file being requested, it is changing the protocol. Thus the redirection msut occur before the file is sent. The platform that sends the file (IIS) must know that know that the protocol is http and change it to https.

If you don't restrict the redirection to ONLY occur if the request is http (which cannot be done via HTML), then you have an infinite loop situation. http request gets redirected to https. Browser reinitiates the reuqest using https. page says redirect to https (even though it already is), browser reinitiates the request using https....and on and on.

No, this type of redirection must be done elsewhere in IIS.
