QB Ent. 2011 - Reboot required loop - won't Open

QB Ent. 2011 - Reboot required loop
QuickBooks Enterprise Solutions: 11.0: Manufacturing & Wholesale
QB Enterprise 2011 stuck in Reboot Required mode on Terminal Server. How can QB be convinced that a reboot has happened? A local user has rebooted the server and run QB per this KBSLN41553 but no luck, still stuck in reboot mode.

I'm also getting the following error when I try to launch QB:

Event Type: Error
Event Source: QuickBooks
Event Category: Error
Event ID: 4
Date: 3/27/2011
Time: 3:54:49 PM
User: N/A
Computer: MSFSERVE
An unexpected error has occured in "QuickBooks":Returning NULL QBWinInstance Handle

Actually, I ended up calling Intuit and it took a long time to figure out.  Removing / reinstalling, even renaming all the intuit folders prior to install didn't fix the "Reboot Required" issue.

Eventually level 2 support sent me a batch file that did several things including remove a string, QBrebootRequired,  from HTKLM\Software\Microsoft\Windows\CurrentVersion\RunOnce, which didn't work.
A clue was that another administrative user could run QB w/o the Reboot Required message, so I looked in the "current user" hive and there it was, the source of hours of searching.

Hope this helps someone else!
Has this install of QB ever run correctly on this server? Have you tried doing a 'repair' of the installation?
