VLookup Multiple Values

VLookup formula is only returning the first value although lookup value has multiple criteria.

Attached is the file with snapshot of the data and desired result tab

Currently  using IF and Vlookup.

Use this formula in cell B2 and copy to the rest of the cells in the table:

   =SUMPRODUCT((B$1=Data!$B$2:$B$14)*($A2=Data!$A$2:$A$14)*Data!$C$2:$C$14)
