filtered lookup in sharepoint

I know how to create a lookup column in sharepoint but I can't figure out how to filter it so that only certain records with a certain value in one of it's columns show up on the lookup. If I can't do this with the column itself, is it possible to at least filter what the person sees in the dropdown of the Sharepoint form?

For which? To filter the values of the column or values that appear on the dropdown of the form?

I take it this all needs to be done in Visual Studio rather than the Sharepoint designer??

You dont actually need either you can place the code in a Content Editor Web Part (CEWP).
