I have a staic nat command for the public to private IP and an access list on the outside interface that is permitting 1723, 500, gre to that public address. Please Help, Thanks.

So you're trying to make sure you have the right holes punched in the ACL to allow a VPN tunnel through to terminate on a Windows server?  What you're permitting is PPTP, IKE and GRE.  Based on http://technet.microsoft.com/en-us/library/cc757501%28WS.10%29.aspx, you may also need Protocol 50 (ESP) and UDP 4500 (NAT-T) and UDP 1701 (L2TP).
