Scripting Language

What is the recommended striping language to use capture a file from a secure website and to FTP the file to a server?

That sorta depends on what HTTPS and/or FTP clients you plan to use more than the scripting language.  You could try with VBScript and the internet explorer object or you could choose a scriptable client like Robo-FTP (which can also do HTTPS) but has its own unique scripting language designed specifically for automating recurring file transfer tasks.

So I guess I'm saying the desiciion of how to communicate with the remote servers is probably more important than scripting syntax since you'll probably learn just enough to accomplish your goal and then forget the details in 6 months anyway.

For a person who is just getting into arena of writing batch file and working with scripting language, where should one start?
If you are just trying get the quickest solution for this exact problem involving moving files with HTTPS and FTP ASAP then go with Robo-FTP because it was designed specifically for doing this type of work.

On the other hand if this project is just a means to an end, and your real goal is to learn a scripting language for general purpose network administration taks go with VBScript because it can do a lot of different things and you can probably find good examples with your favorite search engine.
