Access 2007, search in "Navigation Buttons" toolbar searching wrong data

I have a tabbed form that seems to be using the wrong tab (page) to search from the Navigation Buttons search toolbar. I've tried rearranging the tab order but it continues to pull up the same tab first when in a search. The Tabs are named "Community Infoemation", "Client Information", "Billing", "Community Checklist", Current Providers" & "Community Survey" and when searching, it consistently pulls up the Billing tab first. How can I change the order as I have another DB that's very similar (and I used it as a template for this one) that seems to search correctly with what appear to be all the same property settings.
