iPhone 4 blank inbox with exchange 2010 SP1
We have a new Verizon (4.2.6) iPhone that is having problems working with our Exchange server. During the add new account procedure, the phone properly autodiscovers the correct mail server name and authenticates properly, then goes to the "configuring sync" screen for a few moments and everything appears to be successful, but then the inbox appears totally blank and none of the other folders in that mailbox show up. The iPhone reports that it has synced successfully every time you tell it to manually sync, but no content appears in the box.
We have another identical Verizon iPhone that works just fine, so I don't think it's a server side issue. The only difference is that the one that works was a restored backup from a previous AT&T iPhone 4, whereas the non-working one is a new user with no previous usage or configuration.
On the non-working phone, I have the certificate authority setup with the root certificate authority, and I know that works properly because I can browse HTTPS to the exchange server's OWA page from the phone and that works just fine, and all of our server certs are signed by the same CA.

I know the place you're asking me to go, as it appears on the working phone, but on the non-working phone, when I go into mail I don't have the orion. All I have is a screen titled "Mailboxes" on top and the only thing that appears under it is a single folder entry called "Inbox". If I go into it and hit the circular refresh button, the "updated" time updates to the current time suggesting that the sync was successful, but still no content.
I have tried to send an email with this account and when I do, I get an additional folder called "outbox", but the email fails to send.

can you try configuring the user that works on the iphone that you cannot get to work? if the working user has the same issue then its the phone else its a setting on the initial users mailbox. also login to the web version of the email (outlook web app) [for the user that it doesnt work] and then click on options and then phone. check to see it the iphone is listed there for that user
also in the mailbox settings, is exchange activesync enabled for the user that is having these issues? is it under mailbox features on the mailbox

You're right, the problem is with the user account. I configured the working user on this phone and it works, but the new user does not.
Under options -> phone, no devices appear for that user.

In Mailbox Settings, ActiveSync, click on properties and see if the policy applied to this user is different to the one that is working.

The policy is default, same as the working user.
did you try configuring the non working user on the iphone that works? if that works then its definetly something to do with a profile setup on the non-working iphone. It'll take me a while to try that. Wont have access to the phones again until tomorrow at least. Will keep you posted. Thanks for the help so far!
