Assuming you are using ftpd, change the "ftp" line in /etc/inetd.conf to something like this:

ftp stream tcp nowait root /usr/lbin/ftpd ftpd -t<timeout>

Replace <timeout> with the desired value. Then force inetd to re-read its configuration file via 'inetd -c'.
