Exporting Terminal server licenses

I have 10 TSLs installed on an old 2003 server, I wish to move these.
Is it possible to export from the old server and import to the new one?

New one what?  TS licenses are specific to the version of Windows Server they were issued for, so unless you got TS 2008 or TS 2008 R2 licenses you won't be able to use 2003 licenses on a 2008 or R2 server.

If you are bringing on a new 2003 Server, then yes... you can.  See the guidelines here:

It's the same OS, same revision, it's just different hardware.

Also, that link applies to server 2008, I'm using 2003.

In the 2003 era the advice was generally to keep the SBS as the license server, but it really does not matter which it is.  See if this works better for you:
