new users stuck at Initializing on BES 4.1.4.17 on SBS2003

I currently have 7 active BES users that are working, sending and receiving email without a problem. I have 2 new user with new phones and the right data plan who can’t join the system. I have 11 licenses so I know that I am not over on licenses. When I add the users (under the besadmin login) they just show on the screen as initializing (forever).

I am running:
SBS2003 SP2
BlackBerry Manager Version 4.1.4.17

If anyone can help that would be great.

Have you tried doing a full wipe on the devices?  (On most models, this is done through Options > Security Options > General Settings > BB Key for Menu > Wipe Handheld)

Then delete and recreate the user in BES, set an Enterprise Activation password, and then try activating the device again.
