What is the best overall whole laptop hard drive encryption program?

I worked for a financial institution that was finatical about security. We used what was then known as SafeBoot. It has since been bought and renamed by McAfee to Endpoint Encryption.

In essence the hard drive is encrypted, requiring a pre-boot password. Meaning, you can't run any software (Linux based, etc.) in order to get around or into the OS. It takes about four hours (or did) to encrypt the drive. If the user password was lost or incorrect log on attempts were excedded the system halts. Then you are required to contact live support with your credentials to have the access code reset. This software very effectively locks any unauthorized user out of the system while protecting the data on the drive.

Another product you may want to look at is Symantec Endpoint Encryption Full Disk Encryption.  This product is the result of Symantec and PGP (well known for their data encryption) merging.

PLEASE NOTE: This question is different than the question that I asked later about encryption for USB hard drives. This question asks what the best programs are for encrypting a laptop hard drive, not for encrypting an external USB hard drive,

Some offer centralised management, some don't. Some offer SSO, some don't.
Some support TPM (no password needed), some are free...

I'm just trying to get a good understanding of all the different options and products that are available.

Then your question is misleading. If you ask for the best, I ask "best for what purpose?".

PGP WDE 10 (PGP is now owned by Symantec) offers centralized management, SSO, automatic password synchronization with AD, deployment through GPO (automated enrollment), self recovery (security questions that people may answer if they forgot their password). It is licensed per user and will be around 130US$ per user if we calculate for no more than 100 users.

TrueCrypt is a pretty complete freeware product but only recommended for non-managed environments, that is, for people who have enough knowledge and responsibility to manage password changes and recovery options (as well as installation, encryption and updates/maintenance) by themselves.
