DElegate Control to in Active Directory

I am working in a 2008 domain and i want to limint a user to controling only their OU. I thought it was done by delegating controll to that OU but at the end of the wizard it states the i have delegated control to the entire domain.

What am i doing wrong?

Are you starting by right-clicking on that specific OU and selecting the top "delegate control" option?
At the end you should get a message; "You chose to delegate control of objects
in the following Active Directory folder:
