Which is the latest .NET SOAP tool kit

Hi Experts,

I'm new to SOAP and want to create a simple webservice in .NET.  Which is the best / latest development platform for this?  The book I'm reading says Microsoft.NET SDK Beta 2 but I'm assuming that this is now out of date.  Any help on where to start would be great.

The latest version of Visual Studio (2010) now calls it WCF.

Althought you can use simple Web Serivice .asmx, but the latest is WCF and is new recommendation by MicroSoft, not only due to extra features but also in performance. So WCF is best and latest one.
