Windows XP Safe Mode Boot Menu Missing

Customer had the XP Total Security malware and I ran Malwarebytes.  Once Malwarebytes was finished, it asked me to reboot.  after the reboot, all I see now is the desktop.   all icons are missing and ctrl,alt,del dont do anything.  When trying to boot into safe mode (F8), I dont get the standard menu which allows me to pick safe mode.  All I see is Windows Boot Manager, Choose an Operating System, Windows XP SP3 Professional.  How can i get back the standard boot menu?

Your explorer.exe is not running. See the steps to fix that in this thread...
