Vertical Expandable Menu Using Images

I am new to java and css and am looking for some help in creating an expandable menu using various images.

I downloaded a menu and got it to work but everytime you resize the browser it screws it all up. you can see it at http://www.efbconline.org. Please Help!

i have not been able to figure out how to get the padding between the subitems or get them underlined
