Outlook 2003 Rules Stopped Working

User is running Outlook 2003 on Exchange 2010.  2 of 7 rules no longer process.  When you open manage rules and alerts, you can run the rule and will see a brief flash of what looks like the rule processing, but it does not move the said e-mail to the folder.  The folder in question is in the Archive Vault.  The other rules, that are working, also push to the same folder.  We have deleted the rule in question and recreated it, did not change the result.  Exported the rules and opened Outlook with cleanrule on, did not change the result.  Ran scanost.exe and that didn't help either.  Any suggestions as to what I can try next?

IMO, when Outlook rules size reached its maximum...it will disable few of the other rules from functioning properly

Some rules are disabled, and you receive an error message when you try to enable them after you upgrade to Outlook 2010, to Outlook 2007, or to Outlook 2003
