Opening a window in Windows 7 64-bit OS.

When opening a window in Windows 7 64-bit OS, newely opened window is behind current window.

This occurs when opening any app.

How do I fix this?

bparacca--I assume you are using IE8 .  This is an Internet Explorer issue.
IE Tools|Internet Options|Tabs|Setting fill the radio button i in the section "Open links from other programs |The current tab or window"

Check this registry key:
HKEY_CURRENT_USER\Control Panel\Desktop\ForegroundLockTimeout

change the value to 0.  Note the old value so you can change it back if necessary.
