Unless you have a regular backup or very expensive recovery software then its very doubtful.

The Format and new OS will have probably overwritten some if not all of the data and as such if you could recover it, it'd be corrupt in theory

How many drives / partitions do you have? If your default data directory is some thing other than C drive, then there is a possibility. ie If you have formatted only C drive and not all drives.  Click  File -> Data File management menu. In the dialog box, in Data Files tab, you have the option to select the path of the pst file.  If you had set this path to some other drive other than C drive, then you can enter the path again to get all your mails.  If you have only C drive and formatted and installed a new OS, there is no way you can get the old data.

There are free files recovery programs like Recuva but as SISAnt said it is is not that likely you will be able to get it back.  Companies offer a recovery service but they tend to be expensive and not guaranteed.

unfortunately the pst was located on the system drive (C), which was formatted. so i think it is lost forever :(.
I wonder, is there any guaranteed data recovery solution on the market even too expensive?

Stop using the computer, remove HDD and attach it to another computer for data recovery by:

GetDataBack from runtime.org to do a format recovery.
