Time Sync Problem Windows Domain

I have three domain controllers, 2 are 2003 r2 and 1 is 2008 r2.  The PDC controller is a 2003 r2 machine and it holds all of the fsmo roles.  I have been syncing with a local external time server for over a year with no problems but recently I have noticed that the time is out, fast by about 7 minutes.  I have checked all the settings and reset them up so that the PDC DC is the only one syncing with an external source and all the others sync from it.
I have tried other time servers but get the same result.

When I run a w32tm /resync /rediscover on the PDC DC, it changes the clock to the correct time but only for 10 seconds and then reverts back to the wrong time.

When I run w32tm /monitor, it shows the PDC syncing with the external source and the other 2 syncing from the PDC and all are the same time so at least thats right!

Help! I dont know what else to do but I really want the right time.

Are you running the servers has virtual servers? If you are running Virtual software go into the settings of the VM disable time sync with host
