Delegates Outlook 2003/Exchange 2003

We have a situation here that I don't think is unique - I've seen similar in my research.  The issue is uninvited people showing up at meetings - turns out it's likely because they are a delegate of someone who was invited.
My question is:  Does anyone know of a way to allow the delegate to respond to the meeting request on behalf of the person but not invite themselves to the meeting?
We have Exchange 2003 with a mix of Outlook 2003 and Outlook 2010

The delegate needs to realize who the invitation was sent to before attending
There is no setting for delegates not to receive the invitation

End user training is all we can do - manager and delegate were already on the same version of Outlook
