If you provide the exact version of the software you have, we can provide exact instructions.... it is different depending on if you have BPS, BES, BESx, v4, v5...

For BESx v5:
- Login in to Blackberry Administration Service as a user with Enterprise or Security Administrator role
- On the left under BlackBerry Solution Management, open User, then choose Create a User
- Search for the user (you may need to update the Company Directory)
- Add the user to any Groups, if necessary
- Choose to Create the user from one of the first two options:
1 - with Activation Password - let's you set the activation password to manually give to user
2 - with Generated Activation Password - emails the user an activation password
- The user should now be able to wirelessly activate their Blackberry from the Enterprise Activation option in the settings on their phone using their email address and the password,,,

There's a summary here: http://docs.blackberry.com/en/admin/deliverables/14334/Assigning_BB_devices_to_users_Xprs_1000441_11.jsp

YES YES YES
It's not the redirector, you need to software to configure the device.

The only other option is Blackberry wireless activation, see here: http://hosting.intermedia.net/support/kb/default.asp?id=1041

Hi,

You can perform an OTA activation wirelessly.

If you are using BES, then you need to download an application from the BlackBerry application store.

If you have a BES data plan, you don't need this.

You'll then need to add the user to the BES, create an activation password, communicate this to the user and they enter this together with their email address into the activation wizard on the device.

Regards,

RobMobility.
