Administrative rights Issue

Trying top make some startup changes (msconfig) on WIN XP Pro system.
I uncjeck what I do not want to load and get the following error:

An access error was returned while attempting to change a service.
You may need to login using an administrators account to make specified changes.

Used admin acct.  Even created new one, still same error.

Have full system check with an antivirus with latest virus definitions updated.

The msconfig is generally located in C:\WINDOWS\pchealth\helpctr\binaries with a size of 166kb and can be copied from another XP installation if you have access to one running the same system as yours.

If you have the XP installation CD, open the run command and assuming D is your optical drive, type

EXPAND -R D:\I386\MSCONFIG.EX_ C:\WINDOWS\PCHEALTH\HELPCTR\BINARIES
