Open a command prompt as administrator and type the following

netsh winsock reset

ok so I typed netsh winsock reset in cmd as admiin and then i rebooted normally into windows. the machine pulled the ip and it shows that it has internet access. first ti,e i opened IE i browsed to google.com with no problem. Then i searched google for eset online scanner and then it tstopped working. I had boot back into safe mode in order to get back online.

you should scan for viruses then.  It sounds like what ever caused your IE to stop working is still active on the pc.  I have not used drweb cureit but give that a go, also I would recommend spybot.

are you saying windows is in safe mode or internet explorer is in safe mode (no addons)?

are you using a Firewall program which in-intentionally blocking outgoing traffic. ?

ok so i used rkill.scr . it stops know malware process. and then i ran virus scan with eset online scanner. it works now
