Is there any way to create raw devices in windows..

An attached disk that isnt formatted is a raw device.
However without formatting there's no point to it.

Thats my interpretation of a RAW device. What do you need a raw device for?

i suppose you can create a raw filesystem for windows, if you format it to a filesystem that it does not know
