Populate D based on value in C

I need to populate or un-populate the times in all the rows of column D based on a 'manual input' of + or - values in column C.  The values entered should also be explicit (i.e. +10, -11) instead of a variation (i.e. 10:00 or -11:00), and produce a 12hr clock format using AM or PM.  Assistance is greatly appreciated.  https://spreadsheets.google.com/ccc?key=0ApGg6c9aeywQdGZ5VzcxZHljZkJjQmJ5Y2hJMFgzYUE&hl=en&authkey=COOO6JsO#gid=0

I added the formula =now()+C3/24 and set the format of the column to h:mm AM/PM. Is it supposed to show the clock based on Now() referencing UTC or central time?

That only got one row but at least it does populate with something.  It should do it for all the rows IF there is a UTC +/- offset value in C.  The time populating is incorrect though, even for that one row and should be based off the UTC time offset entered.

Almost home.  Thanks for the recent change.  It still needs to say the + or - value explicitly (ex.  +2 if 2 is entered).  That will make a difference here moving forward.
