Adding facility to website for users to create intranets as subsites

I have a free website that provides information to lawyers.

I want to add a subscription service that includes the benefit of providing them with intranets.  Lawyers are not good with technology, are too busy and have no idea what to put into an intranet.  But they'd like one if I made it easy for  them.

I want to incorporate their intranet (at least their homepage) into my website, so that they still have to keep using my website on a regular basis.  I have space on my homepage to set this up.

I could give them a template for Joomla or one of the other cms packages, host their pages and use php/cookies/log in to add their intranet homepage into that space on the website home page.  I can see them having problems and a lot of support issues.

I want to keep support and administration to a minimum.  It occurred to me that maybe I could adapt something like an online store or classified advertisement package.  That would come with administration and a rigid framework of what they could do with it.

I would be grateful if anyone has any experience with this or suggestions.

I have a limited budget, but could consider some programming - if i knew what I needed!

Your requirements would be trivial with SharePoint and wouldn't require any programming.  It was designed specifically for that need.
