prevent sending email to a specific person

How do I prevent my Outlook/Exchange user from sending emails to one specific email address on the public internet?  Is this something I can do on my Exchange server?

What do you mean, "on the public Internet"?

Have you tried this link?
Go to System manager > Global Settings > Message Delivery and right click for properties. Select Recipient filtering and add the email address you want to block.

Be sure to check the box for "Filter recipients who are not in the directory"

Just saw that you said this is for Exchange 2007. The procedure I gave is for 2003, but there should be an equivalent in 2007.
