Outlook 2007 blocks email

I have a client who uses Outlook 2007. Two of his contacts (one is me) are blocked. He can send to us but doesn't receive. I checked his blocked list, empty. I added both of us to his trusted sender/recipient folders and still no luck. I also added contacts to his trusted senders list.  I couldn't find any other place where we might be blocked.

sure it is outlook and not a spam filter?
Are you saying it is not reaching outlook at all or its ending up in outlook's junk email folder??  If its not reaching outlook, then it has nothing to do with outlook and would be a server issue or if he's using a spam filtering service it could be blocked there.

Or do you get an NDR when sending?

When myself or the other person sends an email he gets nothing. When I send it to him it goes without any problem or bounce back. He is not using any filtering service. He has Microsoft Security Essentials for his anti virus and windows firewall but nothing else. His mail service is Dreamhost.com.

My next question do you have any issues sending to him from say another account like a gmail or what not?

Is the other person who cannot send to him on the same mail server or another mail server/domain?

The other person is using a different mail server.

My email is sbcglobal.net and the other person is comcast.net. He gets email from everyone else, just not us. That's why I thought he somehow accidentally added us to the blocked email list but it is empty.
With the dynamic block rules that most exchange managers (and other mail server managers) use today, it could be any number of issues. In my experience, it is one of the following:

Dreamhost is blocking an IP range from which you are sending an email
Dreamhost's IP(s) is/are being blocked from connections by other mail servers

Since others can send fine, it is likely not a DNS issue. Block list services are provided by a number of organizations and are used, but controlled by the mail server managers. They may have no idea that they are being blocked, or are blocking.

Ok, I will check with Dreamhost and see if they are causing the blockage.
Often, the best way to check is to use a tool such as DNSStuff.com or mxtoolbox.com. Dreamhost may help, but I have found that hosters often don't admit unless presented with the proof.

If it is a situation where an IP address/range is blocked it is usually a 1-4 hours fix, but may often take more time to find out the responsible party to complete the fix.

Dreamhost did not have anything blocked. I ended up uninstalling Outlook, cleaning the registry then re-installing. He now receives our emails.
